President Bush announced new restrictions to the 43 year old embargo on Cuba in an effort to advance his presidential campaign.
On May 1st, the Presidential Commission on Cuba, headed by Secretary of State Colin Powell, presented their 500-page report to the President detailing recommendations to facilitate the overthrow of the current Cuban government. A major element of the report emphasized the need to prevent "the 'succession' of the regime that will keep the senior leadership in power."
To further his agenda, the President is seeking $45 million over the next two years devoted to Cuba's "regime change." President Bush will also place tougher restrictions on family visits to Cuba. The previous once-per-year limit will be changed and additional funds will be committed to increase failed Radio Marti frequencies which Cuba successfully jams.
The President's policy decisions were met with contempt by many members of Congress who see this as a distraction from efforts to track terrorist's funds and a blatant election year message to hard-line Cuban exiles crucial to garnering Florida's 25 electoral votes. "At a time when the United States faces very real terrorist threats in the Middle East and elsewhere, the Administration's absurd and increasingly bizarre obsession with Cuba is more than just a shame, it's a dangerous diversion from reality," commented Sen. Max Baucus (D-MT).
